US Army Creates New Office to Speed Ammo Acquisition

The US Army has established a new Portfolio Acquisition Executive for Agile Sustainment and Ammunition (PAE AS&A) as part of a sweeping overhaul of its procurement process aimed at faster equipment supply to warfighters.

PAE AS&A will consolidate functions previously spread across multiple offices, giving one authority control over ammunition requirements, development, testing, contracting, production, maintenance, and foreign military sales.

The office is located at Picatinny Arsenal in New Jersey and is headed by Maj. Gen. John Reim, who also serves as the commanding general of the site.

Commenting on the milestone, Assistant Secretary of the Army Brent Ingraham said the move marks a shift away from program-centric acquisition toward outcome-driven capability delivery, calling the change “a significant milestone” in army acquisition reform.

“We are combining the capabilities of the Joint Program Executive Office for Armaments and Ammunition with critical combat logistic capabilities from PEO Combat Support and Combat Support Services to ensure fully capability alignment under our new structure,” he stated.

Demonstrations and Capabilities

During the PAE AS&A’s inauguration, officials observed live demonstrations of lethal and counter-unmanned aerial systems, including attritable drones and the Picatinny Common Lethality Integration Kit, developed by the US Army Combat Capabilities Development Command’s Armaments Center.

Briefings also covered advanced artillery, next-generation energetics, expeditionary logistics, and supply chain systems.

Larger Acquisition Reform

PAE AS&A is one of six new portfolio acquisition executives aligned with the Army Warfighting Concept, a modern combat approach integrating multi-domain operations to counter emerging threats.

The centers, revealed in November 2025, are designed to optimize decision-making, accelerate contracting, and enable faster, risk-informed delivery of military capabilities at scale.

The other PAE organizations are Fires, Maneuver Ground, Maneuver Air, C2 and Counter C2, and Layered Protection and CBRND.
