NSA Clears Latest L3Harris ISR Radios for Allied Interoperability

The US National Security Agency (NSA) has certified L3Harris Technologies’ upgraded Rover intelligence, surveillance, and reconnaissance (ISR) radio terminals for secure use by approved allied forces.

The clearance, which covers the company’s Rover 6Sc transreceiver and Tactical Network Rover 2c handheld terminal, allows up to 50 coalition partners authorized by the US Department of State to purchase the systems through the foreign military sales program.

This enables data-sharing and overall interoperability with American troops operating on NSA-encrypted networks, a capability previously unavailable to international customers, who could only purchase exportable Rover “i” variants incompatible with high-assurance US communications.

“This effort was only possible through close collaboration between L3Harris and the NSA on an expedited approval process, and these two products are the first test cases validated with this concept,” said Byron Anderson, director of product line management at L3Harris.

“We are now pursuing approvals through this process for the rest of our video datalink products including CMDL 2c as soon as their respective US domestic variants complete certification.”

About the Rover Radios

The Rover family of ISR terminals supports air, ground, and maritime operations, providing live video and data for situational awareness, targeting, tracking, and battle damage assessment, while also handling relay and convoy watch missions.

Its smart frequency-switching technology ensures reliable connections even through interference, obstacles, or signal blockages.

Rover’s latest variants feature a broad waveform set that allows it to connect with large aircraft, unmanned aerial systems, and targeting pods currently in service.
