Lockheed Martin, L3Harris to Build F-35 Upkeep Center in Canada

Lockheed Martin and MAS, a Canadian segment of L3Harris, have agreed to deepen cooperation to launch an F-35 depot in Mirabel, Quebec, advancing Ottawa’s push for domestic sustainment of its future fighter fleet.

The framework creates a joint executive steering committee to define site capabilities, workforce competency projects, and long-term service coverage.

The effort follows MAS’ designation as a strategic partner for the CF-35, the Royal Canadian Air Force’s variant of the F-35, with up to 88 aircraft planned to replace the military’s aging CF-18 fleet.

“Depot-level sustainment means Canada’s aerospace workforce will perform the same advanced maintenance currently done in only a handful of locations worldwide,” said Jason Lambert of L3Harris.

“Our 40-year fighter sustainment heritage, combined with Lockheed Martin’s 5th Generation expertise, makes this the right partnership at the right time.”

Establishing Sovereignty

The planned facility will integrate a supply chain network of around 30 local companies, with contributions estimated at $3.2 million per aircraft across the global F-35s comprising over 1,300 platforms.

The fleet is expected to grow, with Canada set to receive an initial tranche of 16 jets by 2026 under its CF-35 program, while officials continue reviewing procurement options for long-lead items tied to an additional 14 aircraft.

“This collaboration delivers on Canada’s requirement to develop in-country sustainment capability and to operate and maintain the Canadian F-35 fleet independently,” F-35 Program General Manager Chauncey McIntosh stated.

“With Lockheed Martin’s experience establishing sustainment capabilities around the world, our joint effort with MAS is expected to deliver fleet readiness, air superiority and increased economic benefits.”
