UAE to Build $50M High-Risk Rescue and Security Training Center

The United Arab Emirates (UAE) will build a $50-million facility designed to simulate high-risk rescue and security missions in a fully controlled training environment for military, police, and emergency responders.

The Security and Rescue Training Center (SRTC) will be developed by investment firm Sahra Group in partnership with AMST Group, a specialist in aircrew training and simulation systems.

Scheduled to open in 2028, the facility will function as a regional hub for mission-based training across military, special forces, law enforcement, and emergency medical services.

Designed as a fully integrated simulation complex, the center will combine helicopter hoist training, fast roping towers, Helicopter Underwater Egress Training, and maritime rescue simulators. 

It will also include crane-suspended helicopter simulators, vessel motion systems, and a dedicated water pool for emergency egress and disaster response scenarios.

According to project details, the facility will support continuous 24-hour training cycles, replicating conditions such as darkness, rotor downwash, and high noise environments. 

It is expected to train up to 4,500 personnel annually across military branches, coast guard units, civil defense agencies, and commercial operators in sectors such as energy and tourism.

UAE Boosts Defense Training 

Sahra Group CEO Jamal Alkaf said that the new facility “represents a significant investment in the future of mission-critical training and positions the UAE at the forefront of global capability development, especially for defense.” 

Traditional methods used to prepare aircrews for missions are becoming increasingly expensive, with operational costs pegged at $10,000 per hour. The SRTC addresses these inefficiencies by offering a sustainable, controlled alternative that prioritizes safety without compromising on technical rigor. 

“By combining advanced simulation with mission-based training, we are making world-class preparation safer, more accessible, and more cost-effective, ensuring that every crew member, responder, and operator is equipped to perform when it matters most,” Wolfgang Lindlbauer, Senior Business Development Manager at AMST Group, said.

This is not the UAE’s first training center.

CAE is developing a networked naval simulation training system for the UAE Navy, including bridge, combat information center, and machinery control simulators. The facility supports whole-ship and joint mission training using integrated simulation environments.
