Ukraine Fields Paperless System for Military Personnel Data Management
Ukraine has deployed a new digital system called “Impulse” to manage and track military personnel across its armed forces.
The platform gives commanders live access to service members’ information, including assignment history, and allows units to generate orders and reports — all without using paper — while supporting real-time decision-making.
Developed by the Armed Forces’ IT unit, the Center for Scaling Technological Solutions, Impulse was first rolled out in the Airborne Assault Forces, one of Kyiv’s high-mobility branches, and will soon expand to the Ground Forces and newly formed corps.
The system meets NATO cybersecurity standards, with data stored and transmitted securely and accessible only to authorized personnel.
Impulse has been tested in over 20 military units since June 2025 and forms part of Ukraine’s ongoing efforts to modernize defense administration. Its rollout is overseen by the Ministry of Defense through its cyber and related units.
Impact and Upcoming Applications
Ukraine’s defense officials said Impulse reduces bureaucracy and improves efficiency.
In the future, Kyiv plans to integrate Impulse with other digital tools, including the army’s mobile app, electronic document management systems, and the Medical Information System, creating a unified digital platform for personnel management across the armed forces.
“We are scaling the Impulse system in the army and creating a base for eliminating unnecessary bureaucratic burden on servicemen,” Ukrainian Defense Minister Denys Shmyhal commented.
“From now on, military units will receive quick access to up-to-date information about people, and the command will be able to make management decisions based on clear, transparent data for each unit.”
