Israeli defense company Elbit Systems has activated a new manufacturing facility for unmanned aerial systems in Chitila, Romania.
The hub serves as the firm’s seventh production line in the Balkan state, amplifying its support for the nation’s defense strategy, domestic industry, and technological advances.
The site’s focus includes the development of Elbit’s Watchkeeper XR tactical drone, a variant of which has already been purchased by Bucharest under a framework agreement signed in 2022.
Additional capabilities are integration, testing, and sustainment solutions for other autonomous aircraft, drawing on modern technologies and operational lessons from recent conflicts.
Currently, Elbit employs a domestic workforce of over 1,000 across its Romanian manufacturing network.
“The Chitila facility… will provide the Romanian Armed Forces with modern, operational proven capabilities and a strong technological advantage — while reinforcing national self-sufficiency and sustainability,” Elbit said.

During the inauguration, the Israeli firm also completed the first flight of the Watchkeeper XR in the country.
Yoram Shmueli, general manager at Elbit Systems Aerospace, delivered remarks following the consecutive milestones.
“The facility we inaugurate today is… a clear demonstration of our long-term commitment and confidence in the local ecosystem,” he stated.
“What we deliver is not just a platform, but capability: systems that are reliable, mission-ready, and prepared to operate where and when they are needed.”
