Romania’s defense ministry has asked Parliament to approve the next stage of its tank acquisition program, aimed at modernizing the country’s armored forces and strengthening commitments to NATO and the EU.
The program is structured in multiple phases. Stage I, Phase 2, valued at roughly $458 million, covers the full equipping of an armored battalion with M1A2 SEPv3 Abrams tanks. This phase also includes ammunition, machine guns, spare parts, training systems, logistical support, and other services.
Phase II, estimated at 6.48 billion euros ($7.6 billion), involves the acquisition of 216 tanks and 76 derivative vehicles to supply tank and infantry units.
It also includes logistics packages, training systems, and education facilities.
Unlike earlier purchases, this phase is expected to incorporate industrial cooperation measures, enabling production, maintenance, and subsystem integration within Romania.
Background and Previous Purchases
Romania began the program in 2023 with Stage I, Phase 1, which involved acquiring 54 modernized M1A2 SEPv3 tanks and 12 derivative chassis from US Army stocks through a government-to-government agreement.
That contract, valued at just over $1 billion, is expected to see deliveries completed by 2028.
The expanded procurement reflects Romania’s push to replace aging Soviet-era armored platforms and align its land forces with NATO standards.
Officials say the program will help Romania meet NATO capability targets and support its broader Armed Forces Transformation Program, which extends through 2040.
If approved by Parliament, the expanded plan would mark one of Romania’s largest defense acquisitions in recent decades, underscoring the country’s effort to modernize its forces amid heightened regional security concerns following Russia’s invasion of Ukraine.
