N.Korea Supplied $9.8B in Arms to Russia, Received Only $1.2B in Return: Report
North Korea has provided Russia with billions of dollars’ worth of military aid for its war in Ukraine but received far less in return, a new report has found.
The study, commissioned by the Korea Office of the Friedrich Naumann Foundation for Freedom, estimated that Pyongyang delivered as much as $9.8 billion in weapons, ammunition, and even troops since 2023.
That figure already represents more than a third of the North’s annual economic output.
By comparison, Russia’s compensation has been far smaller, amounting to roughly $1.2 billion in food and oil shipments, along with limited military hardware such as air defense systems, GPS jammers, and possibly fighter aircraft.
Although Moscow has been linked to the construction of North Korea’s new 5,000-ton warship, the report said there is no firm evidence Russia has directly advanced Pyongyang’s defense technology.
A One-Sided Exchange
The imbalance reflects what the study described as an “unequal partnership” between the two allies. While Moscow has gained vital wartime supplies, North Korea’s economy remains under strain and has seen little improvement from the deal.
The estimates also fall below previous assessments. The Korea Institute for Defense Analyses earlier suggested Russia’s assistance could be valued at up to $20 billion.
Still, analysts said the current flow of goods highlights Russia’s ability to secure strategic support without offering proportional returns.
Growing Ties Despite the Alleged Gap
Despite the disparity, North Korea’s ties with Russia are expanding significantly.
For Pyongyang, the partnership provides an alternative to its heavy reliance on China, the possibility of access to advanced military technology, and rare international recognition.
For Russia, the alliance secures a steady flow of arms and manpower as Western sanctions tighten.
Analysts cautioned that this deepening partnership is likely to extend beyond the Ukraine conflict, potentially reshaping North Korea’s foreign alignments in the future.
