Kyiv Launches ‘Zbroya’ Platform to Streamline Defense Industry Access

Ukraine has launched an online platform, “Zbroya,” to centralize government services and opportunities for military equipment manufacturers.

The platform serves as a single access point to quickly find information on relevant government initiatives, services, and resources.

“Our task is to simplify the interaction between arms manufacturers and the state, to show our partners our potential,” said Deputy Minister of Defense of Ukraine Anna Hvozdiar.

“We collect all services and information about the Ukrainian defense industry in one place. This ecosystem will help accelerate testing, scaling, and manufacturing of weapons,” added Hvozdiar.

Zbroya provides access to the “Iron Polygon,” a service for the rapid and affordable testing of weapons and military equipment samples, as well as a protected database of component manufacturers called the “Components Library.”

The platform hosts grant programs, including “Made for Victory,” which supports local production of components to reduce reliance on external suppliers, and the “Brave1” program for startups and innovators developing defense technology solutions.

Moreover, the platform allows access to low-interest loans of up to 500 million hryvnias ($12 million) at a 5 percent rate to help manufacturers expand production, buy equipment and components, develop new products, and start mass production.

In addition to operational and financial support, Zbroya provides educational resources to help manufacturers develop and expand their businesses, as well as relevant job vacancies, including opportunities for military veterans entering the defense sector.

Future updates will include a regulatory framework for the defense industry, current news, and a leasing support program for production facilities, machinery, and equipment.

Defense Production Growth

Amid the ongoing conflict with Russia, Ukraine has rapidly expanded its military production capacity.

According to data published on the Zbroya platform, as of 2025, the defense industry is estimated to be worth $35 billion, a 35-fold increase since the start of the war.

Growth has been driven by government initiatives, private sector participation, and international military aid, particularly from Western allies.

Last year, Kyiv’s production capacity reached $20 billion, up from $3 billion in 2023 and around $1 billion in 2022.
